Yes it is.
You still basically do most of the same setup but its easier. Configure your pure configuration file, use the debug console in wallet to generate your key, get its hash, and add your masternode.
Then just start it with the config file if you add masternode=1 in it, or use the console command masternode start.
Not to hard to figure out if slightly technical. I also run a Window node and it works fine, pays out etc.
