I think this is an interesting question. First of all, it is necessary to understand exactly where in the international agreements the technology of  blockchain can be applied. If it concerns certain dates and stages of implementation by the governments of the countries of concerted actions and the signing of specific documents, then it seems to me that the technology of blockchain can be applied. If it is a question of the negotiation process of governmental delegations and international conferences, then the application of this technology can cause difficulties.
