Well if that is a 1 man operation... kudos to him/her because that is a lot to handle.
Also is handlng all those new coins that nobody wants to deal with, so the exchange is giving us a precious service.
I have used OGRE for 2 weeks now and although sometime something goes off line, it has never been for too long.
Otherwise when all is up and running, it is efficient as any other proper exchange.
