$35 to take on this tax burden is not worth it. I would not be surprised if the person who sold it for such a low price would immediately contact support and claim back account.

We call this shady activities to start building a profile with high trust; the rules in upwork platform is to protect users from being scammed or hacked by workers they apply or by employers they work for. If the site does not support you as an american cetizen then you should ask the service in another platform and not breaking the rules. Think twice before doing this; even moderators here may be cautious towards you.
