As bitcoin supports the community financially stable , in the contrary government would like to ban bitcoin. In the fears that bitcoin uses for illegal activities likely in buying drugs and in supporting terrorism. That is why they are pushing through the legality of bitcoin. Initial move to it is to know your client , presenting ids just to be sure that user is not involved to any illegal activities which against the government.
