I agree with you. They have lot of participants joining in a one bounty campaign. And the total token allocation in a one bounty campaign will be share in the whole participants. If they have so many participants in one campaign the tokens allocation will be less because they many people sharing this token allocation. So if the bounty manager will limit the participant. The token allocation for the whole participant will become bigger because it is less in partipants.
from dev i think more and more participants will be better, because they are more widely promoted. i think it is reasonable if there is good project will be invaded by many bounty participants. but like bountyhive, they've limited participants, you can see that
