if a beggar asks you for money, what will you do?
what if the rules in your country do not allow money to beggars and if you are still willing to give then you will get a fine.

If they are then that is their own fault. They can work on their own if they have two hands and two legs and almost everything they need for work! There are so many employment options in the country, from swiping, car washing and much more which doesn't need formal education or things like that! If they are willing to work then they can surely and could make a difference in everything.
Giving money to poor is not good thing as it depresses their will to self-work! So its better that they are left alone and let them think by themselves to work more and feed themselves.
For disabled poor its understandable but for healthy peoples its not a choice!
