What kind of question is this?as what youve said the government not allowing you to give beggars money,but you can buy them everything that they need instead of giving cash,whybnot buy them foods,and clothing's i think government will agree on that right?simple matter youre just making it hard,next time use youre commonsense regarding this kind of nonsense what if the rules in your country do not allow money to beggars and if you are still willing to give then you will get a fine.
