I think that's an overstatement, because Bitcoin is part of the Internet, and it would be nearly impossible to operate without it, because it needs a globally connected network to keep nodes in sync. Last year Blockstream has launched a satellite that allows people to use Bitcoin even without the Internet, but we're still far from operating independently from the Internet, so until it will be possible, Bitcoin will not be bigger than the Internet.
