Have you tried textnow website? I've tried it with PayPal account for a while and it worked fine.
It's toll-free but for a limited time if you want for a long time you should pay.
Generally, if your country does not support PayPal, you put your account under lock/ban/limit threat at any time. (in other words, you waste your money)
