I do not understand how you can block the entire provider's IP address

I don't know that we did. All I know is that everyone that is complaining is getting the message "Sorry this IP address has been blocked.".
Thanks for PMing me the IP address, I couldn't try to do anything without that. It is might take a few days before I can get an answer but I'll forward the information on to wetsuit. In the meantime, if there is any way you can get access to another IP address that might help you.
The same thing happened to me back in 2016.
My IP was blocked, and as I have dynamic IP I restarted rooter and I received the same message again, so I am guessing that your account was blocked and changing IP won't help you.
Anyway, after sending email to wetsuit he unblocked my account the same day.
Problem with dynamic addresses and shitty ISP's is that they have many IP's blacklisted and they just don't care to clean them, so either your account was blocked because IP is blacklisted or "yours" IP was assigned to other user.
