It's too late to make it happen because they should have fixed these network problems long ago before Neo,Eos and Cardano existed. Now the Eth-like altcoins will make sure that they will be much better and that will make Ethereum plunging down sooner.
Yes, there is technology that could be better than it at some point in the future. Right now though, it has dominated the space and is forming a very large network. Technology takes years to catch up to new standards and people won't switch until something comes along that can improve upon ETH in every way with no disadvantages.
