Only Legendary are accepted I think.

if you ask me, I did say there's no point sending any pm to Dev cus I understand that's any rank below legendary can't be accepted now, it is clearly explained in their thread on bitsend forum

You are probably right but they introduced this rule before the merit system afaik. I can imagine them accepting Heroes and maybe even Sr. Members when the regular clean ups of the participants' list lead to more open spots.
