Well if he has his rack in a basement or unused room there is no reason he couldn't slam a 5k rpm fan in the front and one in the back. I'd search on ebay for some of the metal fans the old HP servers used to use, those things never break down (had one running in a data centre for over 6 years solid, never been turned off).
