Do you work next to his computer terminal in an office by any chance? What is it he wants to do a good job at, anyway? Why are you writing this instead of him? Did he get banned? So many questions here.

I have another theory, as OP seems to steadily hand out smerit as well.
It just read to me as they are taking the merit source role seriously and feel obliged to distribute them. I would say this is a good reason to be a part of the community, as it is the role of a source.
Perhaps to the point of feeling over worked. In that case they should take a break, and carry on at a slower pace. I also took from the conversations that they actively seek out the posts not just wait to see if a post comes across them
