You only have that in the beginning, when production buildings are lower than level 4. Once they are high leveled, you will always have green energy. I was level 5 when my enrgy started going up rather than down

I mined some, you need 24h to complete it for 0.02. And you have to keep an eye at the prices of raw's because it changes.
