There is no Monero ban in Japan, just a recommendation by the FSA and so far no one has followed this recommendation. Also, the recommendation is probably due to the Coincheck hack and the Coincheck delisting of privacy coins.
So, just the usual FUD which isn't based on facts or reality.
I agree, it wan't anything definitive just some recommendation and proposals from the Japanese government. People are acting like sheep when it's about crypto currency and it seems like a lot of them never learn So, just the usual FUD which isn't based on facts or reality.
