It seems to me that there is no need for this since the collected amount will suffice for the full implementation of the project, although it is possible that if a hard cap is collected, this will simplify the implementation of the project.
After this great correction, many projects changed the terms of ICO, even successful projects. I can say that this was quite justified in many cases.
In some cases, this was undoubtedly justified, since good projects did not receive investments because of an unpleasant accident - coincidence in terms of the conduct of ICO and correction in the market.
