Maximum ico failed during bear market but good project somehow perform will , not as we expected but they hold their value , I believe project with good Team and community will perform better, and your 2nd questions why project or ico are now unable to reach their  hardcap in my views because most of ico in bear Market fell really bad , that's why people gets very choosy in terms of ico investment , look at Daostack it reach its hardcapvery quickly
