Yes you have clear many things. If double accounts are allowed then its wrong with me as i got negative trust by a forum user he stated that i hold many accounts, i have send him request by clearing my position lets see he will reply or not. If not replying then i think my account is ruined because mostly bounty managers are not considering negative trust users 
Yes, as what have said by mate mdayonliner it is clearly stated that you may have multiple accounts but not cheating the bounty campaign or breaking rules in the forum. You have got negative mark by marlboroza because of cheating bounty campaign which has a reference to make a strong evidence against with you. ok cool but how to find moderators here? I think they are too busy in forum work and may be they can not pay attention to everyone's request as they have many. I think they should issue one warning to the account holders before given negative trust as this can wasted their long hard work. If they found any complaint from bounty managers regarding bad working or scam then they should ban them.
Usually I just write in private messages to the moderator of one topic or another, in which I wrote. In 90% of cases I was answered, so I think this is one of the most practical ways.
