While I don't encourage his activity, because there is a moral obligation to offer help or advise by contributing to the forum rather than being ruled by greed and quest to make something, the forum currently has put control in place to ensure such people don't grow in rank and become cancerous to the community. Its sure he is not going to leave that rank because no sane person would award him merits for that. I think there should be more moderators in the bounty section to cleanup things a little bit. On the other way round, it might be a high rank member behind the account who just dedicate the account for bounties alone while his main account is used to make reasonable contributions.
