Bitcoin communicates through
nodes, not "servers".
If any government would want to stop
BTC they would go first after exchanges, then after traders and merchants accepting
BTC and only after those steps which are far easier they would think about blocking the traffic between bitcoin clients.
It is going to be almost impossible to filter bitcoin traffic, especially since you can use VPNs.
There is no central server the goverment can shut down and stop it, it's more like torrent traffic but without having to rely on a central website to get your torrents.
