I ensure you it's a hard task to start a project from scratch by only having the idea and some php codes.
In order help you clear your vision, i listed different skills that have to be in team to ensure stability over controle. I choose the case of establishing a project at the top of ethereum :

- Solidity Programmer (need to be someone that is skilled and able to create contracts to exact specifications for the ICO/ITO)
- Blockchain Developer / Cryptographer (need to be able to create our a BlockChain for required specifications, more should be added based on advisory recommendations).
- PHP / HTML / JS / CSS / Web Developer (must be able to create a self hosted server & follow install instructions. Must also be able to create server clusters for hosting the project.)
- Programmer (Someone that is able to create blockchain wallets, miners, and create a cdn program.)
- Media Designers (need someone that can create great artwork for marketing campaigns, and adverts on website. If you are good at photoshop and creating ads, this would be a perfect fit.)
- Support Team (need a support team to handle all questions and anyone that is having problems.)
- Press Releases (need a person that can handle creating press releases for the project. This includes, blog posts, announcements, social media.)
- Vendor Relations (individuals that can reach out to organizations & Other major manufactures to become a vendor on the platform.)
- Content Writer (need someone that can explain and portray the idea and platform to the average person better. should be good at impact writing and getting the readers attention. Should also be able to research and provide (communicate with team for digraphs / explanations of how the platform works) easy to read explanations of the project. Should be able to write a whitepaper, roadmap, one paper, token specifications, token terms, Overview, and other PDF which will be included for investors and regulatory agencies to review.)
- Advisory Board (to ensure the project continues in the correct direction. Advisers can be from various industries and their input would greatly help the direction of the project.)
- Legal Team (attorney, lawyer, firm, to assist with all regulatory laws that may arise during the development and crowd sale of the project, including any issues that may also arise within the marketplace.)
