one reason for LTC failed pump is the sell-off happened last few months. Of course with that reason it has a low chance to reach 1000 USD this year. Just my thoughts.
This is the exact problem with all the coins in the market, if there is a major sell off the price goes down 
. I do not see the price of Litecoin moving to thousand dollars, there was a time when i thought that the price would rally when they introduced litepay, but even with that there was not much of a merchant adaptation and that is the main problem of litecoin.
