I was wondering, based on what I have read, to be able to include picture on my Ann Thread I have to make at least 28 posts over a 4 weeks periods? That sound spammy....

I see you are still a newbie. I suggest to use the search button.
Read the rules in the on meta board especially Unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ. It's a forum, it has it's specific set of rules for the members and as a member you need should accept it. If not then I am afraid it's not the place for you.
What seems spammy to you? It does not make sense to me. This has been done for better cause I believe. Like iillaa said, by a copper membership. Problem solved!
