I agree with you. I often choose famous managers to participate in their campaigns. Although not all of their campaigns are successful, the scam rate will be much lower.
Agreed. I believe even managers cannot see the future irrespective of their rank, which is the main reason why some of them always put it that they are not liable for anything in case the project ends up going wrong. Nevertheless, this is not usually much of an issue since the participants themselves should always be ready to scrutinize the project before they even end up doing any bounty, but I guess some are just so lazy to get that done.
