It's near to impossible that "bootstrap not work".
Move your actual ".neutron" to ".neutron-backup". Create new ".neutron" directory and copy uncompressed files (http://ntrn.cryptotools.pw/Neutron_blockchain_latest.zip) to it. After that, copy your wallet.dat from ".neutron-backup" to ".neutron" and start the daemon, it should work.
