this trend has been developing since the 34 sec round at block #1700, in which the payout was 2X normal.
note the 2 min round at #1714, which was about 20% below the weighted average for rounds less than 5 min in length for the last month.

In general, though, for round longer than about 12 minutes, the payouts are now remarkably consistent.
