On the contrary, it's a great policy IMHO (whoever does it.) Junkies are not running around trying to steal to get money for their habit so the normal people at least don't have that to worry about. The most interesting thing is that the percentage of people who become junkies is remarkably similar to that of under other regimes which makes our 'war on drugs' here in the U.S. even more ridiculous and phony.
