It's a shitty little website but you can buy safex much cheaper than directly from safex site. I've been trading safex on that site since January and haven't had a problem other than when it's down for temporary maintenance or long delays when you withdraw or deposit. It looks sketchy but it works.

Once safex is up and running in a month or two they will be listing it on large exchanges. Makes no sense to pay the huge listing fees the larger exchanges charge until safex is fully functioning.
