With that said, they could prefer to receive Bitcoin as a donation, if that country actively uses cryptocurrencies.
Poverty is a very real problem in the world, so, if you'd be interested, there is a South African initiative called UBU that I've heard of through a family friend who lives there, which basically give a set amount of tokens to citizens in place of social grants, which can only be exchanged fro certain products; alcohol and drugs being excluded from that list.
