The fee to participate in the governance is extremely low, it's the same as for sending a phore transaction, so something like 0.000001 PHR.
However to cast a vote you need to own a Phore masternode, which requires a collateral of 10 000 PHR.
There is a temporary website (placeholder) to monitor the governance information here: http://45.77.136.198/
To cast a vote, go to your wallet debug console and enter the corresponding proposal.
For exemple to vote dor the May budget you needed to enter :

Remember you need to own a masternode to vote.
