I think the problem is not only about ICOs, ICO scammers have no fear, they can create a company and run away after raising money in ico, why that is so easy is because of that people invest in ICOs very easily.
Right scammers were everywhere,every projects they make is like legit that investors would believe and invest.They ran away investors money,but investors doesn't even have an idea of what will be the outcome of the project and their investments.So sad that this would happening maybe its inevitible that this things will happen.
