Note how this idea can easily be implemented as a merge-mined coin, and if merge-mined with Bitcoin, that can naturally lead towards an eventual "pure" Bitcoin implementation; I'd recommend considering using the Bitcoin UTXO set as the basis for the coin's initial distribution. Of course, until the merge-mined chain gets >50% hashing power of Bitcoin as a whole it's in theory insecure, but that's IMO fine for an experiment that may lead to something concrete. (do it merge-mined with testnet first)
