Asus Motherboard PRIME Z270-P latest BIOS (v1205) causes boot loop on 5th GPU

Rig was working with 7 Vega 64s prior to bios update. I set 4G encoding enabled, and set all PCI/PEG links to gen1 and I've tried reinstalling Win 10 and both with and without the AMD BC drivers installed.
