I think it's aimed at retired people but I would not be surprised to see nomads and crypto investors going to Thailand if the country becomes open to the world.
This is really good news for Thailand as well as for digital nomads. I believe Thailand also has an interesting citizenship program where you can buy in 5 to 30 years of citizenship.
