I would like lowest power consumption with highest hashrate and less heat. (I want it)
My RX rig running at 29.xx - 30 (2100-1360). I more prepare for stability.

I'm not sure what you are saying. I think you are saying my want for less heat is not realistic? And that I should aim for stability more than anything?
