It can be run without Bitcoin, but the key is Bitcoin because they create blockchain. There are a lot of coins that personally run, but still they need to be popular like Bitcoin and in my opinion will not be able to bolckchain without bitcoin as well as bitcoin can not do without bolckcjain.
