Dominicwin is legit.  The negative feeback he has, it seems, results from fake feedback from one user who is upset over escrow.   One of the fundamental components of any trust based system is the legitimacy of others trust or distrust.  Given that the feedback is for phony transaction amounts and over terms of sale not a sale itself, I would not trust Goat's feedback if I see it for another user, positive or negative.  I can say I have purchased many BTC worth of cigars from Dominicwin, without escrow, and received all of them well packed, in a reasonable time frame.  He even tracked down some cigars that were not on his posted list for me.  Big thank you for that.
