Is this """fixable"""? It doesn't seem an IP issue rather an account issue despite the error message. A deposit will do? He does deposit sometimes from other faucets but it hasn't reached 50 USD yet.
Lastly and sadly, he's now stuck with 80'000 RP, he was piling up to reach 100'000 to redeem them in satoshis as I suggested to do.

His ip falls in the range 5.90.*.* these days with the Vodafone operator.
