The projects like Dispatch labs don't really need any bounty campaign, as it has already decent team and hype will be built by itself. They might allocate some tokens just to expand community, imho

I totally agree with you, no succesful project before without bounty program or airdrop. This is promotion for increasing awareness at community.

Not only a bounty campaign, they have to do separately a signature campaign paid in btc or in eth and some tokens. These campaigns are the milenstones in bitcointalk to gain the interest of new potential investors, but many ICO Founder scares about the costs.
