Yes, there will be a pre sale - it's scheduled to be around July.
Out of 1,000,000,000 CLB (1 billion CLB) maximum supply, the hard cap is 540,000,000 CLB (540 million CLB). In Ethereum that would roughly be about 37,200 ETH. There is no soft cap.
