Why? Starting the search from a certain private key has been suggested before in Vanitygen: Vanity bitcoin address generator/miner [v0.22], but it's insecure to do.Private keys can be reproduced if they aren't generated at random.
I'm pretty sure he's doing this to generate address sequentially from privkey Hex format (64 chars)
