Only the inactive accounts (before 2015 I think). To recover their account they need to follow the requirement. To know it, they just need to read the sticky thread on this board.

Wait a second? So is "Satoshi's" account locked too???
Please I'm hoping one day he will return and will post something on bitcointalk... don't tell me if he decides so and tries to login but finds his account is locked.... what a bad feeling it would be?
