They do! Actually, PR Card Tokens will serve the most important utility.
Because everyone who holds e.g. ^emusk Token will earn passively every time someone votes on Elon Musk's PR Card, the tokens set the actual Public Reputation Value of each listed token. Why? Because people will either:

1) HODL ^emusk to earn when, someone votes on Elon (or increases, decreases bids, or changes the predictions from plus to minus and vice versa)
2) or they will simply sell ^emusk on the market for profit, and then the new owner will earn the incentive for as long as he/she HODL's the token

Even people unrelated to PR.network will be able earn just holding PR Card tokens on their wallet.

We're still busy setting it up on stellar. We estimated to have it completed last Wednesday, but we had to prioritize moving PR.network and PR.market to Mobius Dapp store 2.0. In the meantime, we found out bugs in the MOBIUS SDK, and we lost 15 hours of dev :/ But we will do our best to have it done asap this week.
