first you should check which exchanging site is available in your country. The minimum value of buying Bitcoin is 8 decimal value and it depends on your trading site. But coinbase and Local bitcoins are promising site so you should choose the best promising site.
I don't believe Coinbase trades UK since they are US based. I believe the Euro exchange is Bitstamp.

CoinBase works in Europe as well, it's not only in the US. But you have other exchanges, like Kraken who has the biggest EUR trading volumes, and Cex.io for example, which is a british exchange. But I don't know what is the minimum trade on these platforms... not sure you can do such a little order.
