No its for the long time member who have a high activity rating on the forums here.  You only been member since September and not very active here as can be seen from your score (45) and your previous posts.  Its was meant to be incentive to try out a new exchange and some of the great features like voucher codes, inbox messaging, fiat exchange with alts etc.

You see got some XPM which is fast rising in value, and it is the same as everyone else.  I'd like to give out a bigger amount but i am just like you another user, but i really like this exchange would like it to become more popular and more volume traded there
