Exactly, the price has been floating up and down for a while now it move up and come down again it hasn't ben stable and that is characteristic of a market. As whether it is the best time to buy altcoin my response is no because it is not good to jump into market to buy when the price is rising buy the dip whenever you want to buy and altcoin then sell high.
