This would be to get an existing bitcoin ATM maker to add devcoins. Even 96 shares, which should be over 10,000$, is not enough to make a new ATM from scratch.

Would the ATM print out paper wallets, or would it send DVC to a wallet? It's a good idea!

To qualify for 96 shares I think it should be a production quality unit (anyone could combine a banknote reader and laptop otherwise - without actually creating a finished DVC ATM).
I also think it's awesome!
I agree it should be production quality, it should look like an ATM, it must be able to hold cash securely.
Edit:
It must handle devcoins, it can handle other currencies. It must be used in a public place for at least a week. For the open source award, the plans must have pictures and have a complete bill of materials.
