I'd have to second Ian Balina. Not 100% about the other.
But as always, Do Your Own Research.
Also (important!), when you do find an ICO you want to participate in, make sure you use the right Platform to buy that initial ETH/BTC (are they the right ones for you in terms of security, ease of use, fees and so on...)
